UEFA CLUB LICENSING

Club Licensing is designed to help Clubs reach and maintain certain standards relating to all aspects of a Football Club. The Irish Football Association is committed to helping the Clubs’ achieve the higher standards set out in this manual.
With the introduction of the Club Licensing System, the following objectives are being pursued :-
DOMESTIC CLUB LICENSING
The Irish Football Association is pleased to have launched the new Domestic club licensing scheme for all clubs wishing to participate in the top division of Irish league football in season 2008/09.
In keeping with UEFA principles and procedures the IFA Executive Committee in May 2007 asked the Club Licensing Committee to consider what the requirements and processes required for the implementation of such a licensing scheme should be.
After lengthy and detailed consideration and after consultation with the IPL Committee the Club Licensing Committee set the core process and requirements and this was subsequently approved by the IFA Executive Committee in March 2007.
The licensing administration have since been working on the necessary documentation to support the Domestic club licensing manual and these documents were distributed on 21 May 2007 to all clubs in membership of the IPL, 1st and 2nd divisions and this was followed by an information seminar which was held on the evening of 29 May 2007.
Clubs have until 31 March 2008 to make submissions in respect of their application to satisfy all of the requirements but most notably in fields such as development teams, child protection, anti racism/sectarianism, infrastructure, coaching qualifications, safety certifications, audited accounts and information relating to payments due to employees or other football clubs.
As with UEFA club licensing the Club Licensing Committee will clarify, direct and make a determination as to the award of licences.

Manuals are now undergoing annual review and will be re-issued to clubs in September for the 2009-10 licensing cycle.
